This is how I rate people

1. Race / pheno
2. Bones / skull shape
3. Facial features (usually the same as 1, depends on skin texture).

Let's say there's a native american dude with good skull and ethnic facial features. Basically his skull will carry his looks but the facial features, skin and pheno would neglect him from having a good rating since out there (in the world) they have low SMV, so he should not receive anything more than low HTN but he shouldn't receive anything less than low MTN because he has a good skull.
