Just take a look af Afghanistan, the soldiers (98% male) were expected to fight against the Taliban but the government failed to pay them, didn't give them the supplies they needed, often they didn't even get food. Result:

The minority of Afghans seriously fighting back against the taliban only endangered their lives (often dying) for absolutely nothing in return. Even if the anti-taliban forced had won the fighters doing the dirty work wouldn't have been rewarded much for all that.

Often men men are unwilling to risk their lives in a war rather than rewarding them for that risk governments often just make it mandatory to participate in the war. Many countries also force males to undergo lengthy and wasteful "military service" (doesn't actually make the country strong militarily, it's just wasteful and largely pointless).

Rather than rewarding males for masculinity when it's badly needed society instead likes to just shame/punish males for not doing their 'duty'.
