It seems that the violence towards non regime forces/civilians was not ordered by the command of HTS but instead done by individuals and groups that HTS is allied such as the Turkish Syrian national army killing us backed Kurdish fighters. I think HTS command will try to be moderate and work with us backed groups and Israel to ensure that there rule is stable and that foreign aid gets funneled. them keeping individual fighters and allied groups in check is the question tho
