Yes, time does move forwards. Attitudes change due to new technology or social order. I mean, public execution was a daily occurrence in the 19th century. Less than two-hundred years later, people are so scared of death and waste that they'd rather keep murderers and other beasts in prison rather than purge our civilization of them for good.
