Truly no being more merciful, loving and compassionate. So he gives the pharaoh the decision to let his people go or great disasters will fall upon Egypt but he controls the pharaohs heart so he doesn’t let them go making sure disaster falls upon them. Not giving them a choice, so thankful for the free will he gave us!
