in my eyes, I can see the illusion of NCT is from the droopy eyelids , and probably long eyelashes.
any ideas at all? how could he fix this

Hunter eyes are a meme. You have good fat pads and orbitals that are decently developed. Maybe tint or curl your bottom lashes as they don't seem nearly as full as your top lashes.

Your boy doesn't have NCT at all. It's neutral and the female instincts will not see it either, based on the overall big picture harmony of the face they look at.
