probably genes but i wonder what enviromental factors can effects this? hormones? bad tongue and mouthbreating while developing? poor nutrition? or is it %100 genetics and no matter what you do you will have projected infras if you have it in ur genes

It's really relative, you can have bulging eyes making it appear recessed
Volume loss from low fat, muscle atrophy and raped collagen also can make it appear recessed
Some/most of the "recessed" perception is not really caused from the infraorbital rim
