What causes undereyes like this!

His eyes look kind of “buggish”. Is it Infraorbital recession or lack of fat?

low cheekbones.
It isn't a problem if this doesn't cause problems to your eye area. brad pitt has low cheekbones but good eye area.
Also, this can be fixed through fillers,fat or using implant

Eyes not deep set
 
Weak under-orbital support, usually correlated with low cheekbones, but people with weaker or lower cheekbones might still not suffer from this if they have good eye-orbit shape (increasing under-orbital support). He also doesn't have the strongest hooding above his eyes, which contributes to the effect (but the primary problem here is the under eye area).
