Loosing weight and gaining muscle requires a commitment to the gym but also your diet. If you aren't fat then I'm not sure why you would want to loose weight, the most effective way of gaining muscle would be in a caloric surplus state. If you are truly serious about this, you will have to start tracking your calories everyday. Start by finding your maintenance calories. Then track your food and eat 10-20% below maintenance. Have high protein intake, 1.6-2.2 g/kg. Muscle gain is slower in a deficit, although will still occur in new lifters.
