What does 0 mean?

I sometimes see comments on long threads which just say "0." and then the OP usually gets pissed. What does it mean though?

It's a way to bump up a thread, if no one answers. Originally it was "+1" or "1" but some people decided to put "0" instead, making the OPs angry because it makes it look like they give zero shit about their topic.
