What does it mean when people stare at you?

Wherever I go, people stare at me - men, women, children - I see them staring at me everywhere, I can walk on a street and some guys sitting on a bench would stare at me. I would stare back for a few seconds, but they won't look away, so I take my eyes from them, I walk some more for 10-20 seconds, and when I look back at them I see that they keep staring... I walk past them, and if I look back, their eyes are still on me.
If I go into public institutions, museums, universities, places that are open to the public, and there's a guard at the entrance I'm always stopped and asked what exactly is my business there, I rarely see this happening to other people who simply enter and nobody asks them anything.
If I sit on a bench in the park, minding my own business, and a police patrol passes by, they stop, ask my name and to see my ID, they say it's just a routine check and then go away, but again, I rarely see this happening to other people. In stores and supermarkets, the guards seem to follow me and watch me immediately as I enter the store, if I have a bag with items I bought in another place, the cashiers asks to see what's inside the bag, I have to keep the receipts from other stores to prove where I got the other stuff from.

Curios enough, all this unwanted attention I get, doesn't happen with a certain demographic category: I'm talking about teen girls and young women, any female from age 14 to 34 for example - I look at them, but they never look back at me. If some girl appears all of a sudden from nowhere and sees me, her eyes quickly move away, last time I was stared at by a girl I think happened when I was 12.
What do you think all of this means?

I tried doing this, with old people or ladies, but they keep staring and I have to eventually break eye contact because they never do it, I didn't try this with young or middle-aged people because if they would become aggressive they could easily kick my ass.

BTW, I also seem to attract the attention of beggars and homeless people, they seem to detect me from a very long distance if I go out for a walk, and also stare at me. Other people can pass by them, but they ignore them, and keep their focus on me, and when I get close to them, they immediately ask me for money, I wish I could ask them: "Hey, why didn't you beg the other people for money, and you only ask me?!!".

Hmmm... there was a scam several years ago with a fake model agency, they had agents in crowded places that would stop random people on the street and propose them to become models, actors, etc. The scam was that people had to pay a tax, but they never received any work projects back.
Anyway, there was this chubby girl near a mall that stopped me like a dozen times, proposing me to join her agency, and even if I explained to her that I was not interested, she kept stopping me, it was like she forgot every time that we've met and talked before, even if I would get more angry each time and explain that I'm not interested and we already had this conversation, she would just chuckle and the next time would stop me again...
