What does it mean when women cover themselves up when walking past me?

I've noticed this a lot. A woman will be walking my direction in the street and then when she gets close she starts covering herself, for example pulling her jacket over her cleavage or trying to pull her skirt down. Does this happen to anyone else? What does it mean?
