What is the difference between a rating PSL and a normal rating ?

I've heard that 7 PSL for exemple is not 7/10

it seems like the normie rating is linear and the psl rating is exponential, like, the difference between a 1 and a 2 is negligible, but the difference between a 6-7 i life changing

also, the psl rating basically only goes up to 8
