What is the optimal occlusal plane angle?

My OP angle is similar to the pic below and both my upper and lower jaws are recessed. I feel that a more horizontal OP angle would be ideal for having a strong jaw and chin.

I wonder if its possible to get a more horizontal OP with surgery, even if one has a good bite.
