Is it babyfat, bloat , or a genetic? (16btw)
 
Perioral mounds. Its fat that has been displaced by lack of bone support.

Is your chin recessed by chance?
 
It mainly happens because of lack of support from chin
 
Okay, let me rephrase that, is your chin unideally projected? Because in 99% of cases that's the primary cause.

Either way, the solution is either liposuction to remove the fat, chin implants or genioplasty. I'd recommend doing chin or genioplasty instead of a fat removal, since removing the fat does nothing about the primary cause of the issue which is more than likely structural.
 
Yeah you lack chin support but just a little bit
Since i do anyway I could get it better I’m still 16 and I’m hoping my growth plates and still gonna have bone mass growth naturally any tips without roids or steroids my micronutrients I’m working on I’m already in the gym I know I need to cut and debloat which will probably help my forward growth without too much fat weighing it down

Yeah, you lack "ideal" projection, but your chin it's not recessed. I'd attribute the issue to not having too much projection. That aside, your issue is certainly made worse by the fact that you're on the higher end of acceptable body fat (given the submental and gonial area) in your photo.

Honestly, I'd wait a bit until you're totally done with puberty before getting as lean as you realistically can, and if the issue persists, you may want to do a chin implant or genioplasty, your chin is too feminized anyway, so it will help you greatly regardless.

Yeah I’m def reaching the higher end on bf I’m trying to cut as soon as I can which that should help most of my problems cuz last time I was lower bf my body runs a lot better so I’ll probably gain bone mass, height and forward growth without any extra help besides softmaxxes and the gym/diet
