His eyes are big, positively tilted and soft, his eye bones aren’t particularly large or developed like O’Pry but he has good orbitals and fat pads but not too much fat in the eye area because he still has double eyelids.

Of course we can change shape, you can mess with the soft features like fat pads, skin and ligament placement or you can alter hard features like bone either removing or adding to alter appearance.

For the infras implants do you think the projection would change the perceive shape by a lot ? Why would a brow lift enhances eye area ? Orthognatoc surgery is for the jaw whats the link ?

For the leaness when I am 13% bf I look a lot fatter than that in the face and my jaw and forward growth is a better so is it about fat distribution ?

He doesn't have anything fantastic about his eyes, just alright ct, they are pretty small and look rather compact than big and round. His eyebrows are almost perfect, except they are thin (vertically). All of this combined is enough to mog average eye area tbh.
His zygos are angular cos they are nicely framed around rather narrower temples and jaw, the rest of the face is quite angular too (gonions and chin) compared to avg.
His maxillary forward growth and bone structure is alright, just a very recessed lower third ruins the whole picture from the side.
If I just fix his lower third without touching the midface:

He now looks like Vinnie Hacker more or less, and he is not considered recessed:
