Plenty of White people (White by most definitions of White and not just "White passing") have dark hair, the North Atlantid phenotype exists and there exists a group called the Black Irish who have pale skin and almost jet black hair.

The definition of what White is can vary from country to country. E.g. Latin America's definition for White is far more "generous" than what most of the western world would consider as White. But if you're talking about phenotypically White features then I would point to the obvious such as fair skin, coloured eyes, coloured hair and certain characteristics such as taller skulls, wide faces, hardy fat deposits (especially around the orbital region), deep set eyes, strong nasal bridges, and so on.
