what order should i get these surgeries in?

im getting rhino first because my nose is death tier but apart from that what order

1-MSE
2-Double Jaw
3- Jaw implants

Surgeries you planned doesnt need any order. You can just start with one of them.
Maybe except
1-infraorbital rim implants
2- lower eyelid retraction

I'm not really recessed at all and have developed jaw just going for wider more masculine jaw. i dont need double jaw at all really. i dont think i need MSE also

can i get jaw implant without doing these prior steps if not recessed?

Yep, if your maxilla is fine go for jaw implants without going over board with it like some botched results.
