Well there is a strict hierarchical order of information and belief systems. "Elites" in the broad sense are working with compartmentalized knowledge, so everybody only knows what he needs to know for his task. A theocracy is in the making, Atheism must be proven as failure first. As soon as the world has a compromised (false) one world religion the elites can introduce a false god figure for global dictatorship on a new level.
