Go to whatever surgeon is near you, if you don’t live in a 3rd world shithole there will most likely be a lot of surgeons who can do exactly what you want. Also a liplift isn’t thaaat expensive so it wouldn’t really be worth a trip to turkey imo especially if your young and don’t have holidays do accommodate for it
