A combination of..

Eyebrow transplant, upper eyelid filler/fat grafting and undereye filler to provide support to lower eyelids would give you a much improved eye area.

Heck, some doctors even do fillers in the brow bone for that Neanderthal look but it's a risky spot to inject

You need to understand the diffrence.
There are 2 varations of hooded eyes.
The first is soft tissue (chico) that is very easy to solve and everyone can improve using very cheap fillers with Taban for example.
The second is low supraorbitals (Shimansky,Gandy). That looks much more better but very hard to solve because you need to move the browridge lower. The reason Eppley said its impossible is because even with an implant the tissue very will barley move due to being very tough. However he already "cracked it" if you follow his readings, you first use a tissue expander to expand the tissue itself, than use an forhead+ browridge implant to lower them. Together with fillers you can get Gandy tier upper eyelid.

Hooded eyes can look good on some type of faces. But not on everybody. So you should consider that it may be not an improvement for you but the opposite

The main factor here is protruding browridge at the right angle. Some people have hooding without it. But it usually looks like shit

My coworker had average browridge and excessive loose skin and fat in that area. His eyes were extremely hooded. But it looked stupid and unhealthy. Like he was always tired and sleepy

If browridge implant won’t be enough or you already have a decent browridge you should do fillers/fat grafts
