Lol, easier said than done, in fact it's probably easier to get a date with a girl, by approaching everything that moves, than a new male friend, what are you gonna do - approach random guys and ask them to hang out? They will probably think you're gay or something...
To make friends you need to spend like 50-100 hours around someone, talk and get to know him, discover the things you have in common, then start to hang out with him during free time, etc. - this happens easily when you're a kid or teen in school, high-school, college, etc., but after that it gets much more difficult.
And of course, there's also the fact that you usually make friends with people that have around the same SMV as you, those who are higher than you will often reject you, and those who are lower you, then you will probably reject them yourself, since they won't bring you any benefit.
So if your friend are low value or bums, this only means that you are also low value, your looks/status/ money are likely pretty low, so it will be very difficult to make find new friends, especially high value people.
