Tough one really. Do you prefer a face that is puffy and bloated or angular and defined.

And if it's at all possible, guys prefer the look of less makeup. Mascara and eyeliner is the safest and most impactful makeup (that is why almost every woman will use them), but intense lipstick or colorful eye shadow or fake lashes usually crosses the line.
