No, starving is when youre stomach grumbles, you are in pain, and feel weak. Being hungry is just minor discomfort.
What if i'm not able to sleep?
 
I prefer eating a bit more for dinner than for lunch (I don't eat breakfast)

so that I don't feel hungry in the evening before bed

I have to face most of the day without too much calories though
 
1800kcal daily (high protein), lift weights, green tea phytosome + synephrine for an extra free 80kcal fat burn a day (adds up to 2400kcal a month, or a full day of fasting).

Guaranteed to go from 20% to 15% body fat with these within six months. And it wont even create that much hunger or discomfort.

Getting to 10-12% is trickier but still just a matter of CICO (calories in calories out).
Maintain muscle mass during the cut by eating high protein and lifting as hard as you can. Goal is to lose body fat, not overall weight.
