Looks like he is carrying a bucket with soil, the excavator is digging a hole and he is manually moving the earth to another location, you often see inexplicable scenes like these in third world countries when instead of using just heavy equipment, they have some guys doing some stuff manually, slowing down the whole process and making the use of mechanical equipment pointless...
