do a lean bulk or recomp you shouldnt cut
 
What would you say my bodyfat is?
19 or 20 , a good goal in three months will be to get to 15 but even 16 and more muscle will increase smv by 2

I haven't got access to a gym rn and know nothing about lean bulking etc. Wouldn't it be ok if I cut down by starving and then bulk at a later time? This high bf makes my face look so bloated

i suggest u find a gym but ye u can do fasting if no gym. do 16:8 with 500 calorie deficit and do a two day fast at the end of the week( supplement with electrolytes or u get headache) . buy alcar so fat is burrnt faster during fast and chew nicotine gum and drink black coffee( only once or ull affect sleep and preferably 60 min after waking uo).

What about water fasting for multiple days? How long till I'd get to 10%
 
Wait??? No water and food for a week and I'll get to 10%?
Just dry fast untill u get to 10%. It wont take long, if u exercise everyday for 1 week and dry fast it will be possible to be 10% after a week

Yes I would guess around 15%. Don't think in terms of cutting or bulking, you are skinny fat because your diet and hormones are shit. Change your diet, get your hormones in order, and your body will recomp itself. The "set point" of your body composition is determined mostly by your hormones.
 
17%, just bulk cause if you cut you’ll just be skinny fat
