u can get rhinoplasty at 19, but i wouldn't recommend Bimax at 19 years old

It depends on the type of surgery. Also, it is ultimately very case dependent.

Otoplasty : between 7 yo and 12 yo ; and then over 18 yo
Rhinoplasty : any age over 18 yo
Fat grafting : any age over 18 yo
Orthodontics & orthognathics : under 25 yo
Occuloplastics : over 30 yo
Hair transplant : over 30 yo
Most lifting procedures : over 40 yo

Most .org users are under 25 yo (if not under 20 yo) ; it explains the heavy focus on orthodontics and orthognathics.
