What’s the difference between a recessed jaw and a recessed chin?

Are they the same?
 
There's no such thing as a recessed jaw. But a recessed maxilla that comes with a weak jaw.

Recessed mandible is a mandible who is too short for the length of the upper jaw, a reccessed chin is a weak chin, but often a recessed chin is a normal chin placed on a recessed jaw, which is too short to match the upper jaw. After so the chin is set back
