Base is not as simple as that. You can be subhuman but with a good base, you can ascend straight to Chad. Like this guy for example, who already has a good eye area, compact midface, high FHWR and good pheno :

Being 4PSL but having a shit base as in a long midface, low IPD, bad phenotype, etc means you won’t gain any significant amount of points or any at all.

Depends on the base and what his failos are

if he’s an all around average, sure he cant

if he has good features coupled with bad, fixable features he can, for example a guy with goof eye area and a shitty jaw/cheekbones
