Skinny. Because frame is what matters and what people perceive to be fat people have robust skulls and bones under all the fat, while a guy with a shit frame could have the same bf% as the fat guy and not be perceived as fat.

have never been fat bmi wise but am cutting now after going over 15%

and conversely have also been anorexic and xtremely underweight

look bad either way - will probably look best at 10% 140ish lbs
