It depends, if it's underage girl, tell her she looks like 19-20, then when she tells you she's actually 16, act surprised: "Really....OMG, you are so mature for your age!".

(at which point you have to laugh just a little, to make it appear that you said it as a joke, and that you are not taking the question seriously), at which point she'll laugh as well because she knows she's much older than that age, and she will make a joke like "I wish I was that age" at which point the discussion will end..

If a guy asks you this, tell him like early 20s, because again he'll probably joke and say he wishes he was that age and the discussion will end.. (guys up to 40s usually ask shit like this, so tell them early 20s doesn't sound so weird and they'll just take it as a compliment or joke..)
