Because in people with more recessed zygos and cheekbones; the extremities of these bones are less visible. The overall bones are less prominent and the only bit we can actually see are the most prominent parts of the cheekbones, so we would say their cheekbones "start" lower. Whereas in people with very forward grown cheekbones and zygos we can see their entire cheekbones and zygos clearly, and so the cheekbones appear to "start" higher up.
Not saying that there is no such thing as higher or lower cheekbones, but that most of the time when people talk about "high or lowset" cheekbones they are actually talking about, the "appearance of high or lowset cheekbones" which has a lot more to do with how forward or backwards the cheekbones/zygos are, rather than the actual up/down positioning of the cheekbones.
