When should I consider buccal fat removal?

I used to have hollow cheeks at 15 but then I fatcelled to 25% body fat and I gained hella buccal fat and it messed up my overall face fat distribution, I have cut down to 15% now and my face still looks like a water balloon will I only truly know once I am 10%?
