Cigars are supposed to be stronger, personally I never felt any psychoactive effects from smoking, only when taking snuff tobacco, I snorted that stuff like it was cocaine or something and felt a weak buzz, but it wasn't very enjoyable, just some stimulation mixed with restlessness and anxiety.
