In general, abstract setting maxed out eyes shape mogs maxed out eyebrows, which mogs eyes color.
And the best combo of 2 would be maxed out eyes shape and eyebrows, then eyes shape and eyes color, then eyebrows and eyes color.

In reality you never isolate any feature , features are not meant to be isolated , it's always about the harmony, my logic behind what i said was that in terms of priorities Shape is the most important also harder to really change successfully , color is great really and can halo alot but in isolation it really doesn't mean much you can be brown eyed slayer and giga chad , brows are also high prio but you can do alot related to them transplants / minox / and alot more cosmetic interventions
