Probably Minnesota or other far Northern states where Blacks have less or no Southern ancestry.

In NYC they sound like Jamaicans who adopted a Med accent
In Philly they sound like country hicks who moved to Brooklyn
In DC they sound just country
In Baltimore they sound like they're from Bermuda
In the Carolinas too
In Charleston they sound Bajan
In Chicago they sound like they're either from Mississippi or like Haitians attempting a Slavic Med dialect
In St Louis they sound like a diluted Baltimore
In Los Angeles and the Bay they sound like White Appalachians

Blacks (and Whites) in Louisville Kentucky don't even have an agreed upon accent for anything. Some sound Deep Southern, some Appalachian, some Midwestern (Indiana is right next door), and some randomly Bostonian (Blacks only not Whites
