Im in my early 20s dont lift im 5ft10 and 75kgs (skinnyfat) even males at age over 50 have much bigger frame then me how is this possible? Also the arms of other males is so much bigger i got arms like a girl my face doesnt look feminine though.
Is this just about lifting weights? I even doubt they lift how is there such a large frame difference? Is it genetics or is my testosteron to low? My T is around 5.47 (average is 4-to 10 something it said on the bloodtest)

Isnt the frame about bones? Or is it muscle?
Frame is about bone thickness, length and width. You seem to lack the width and thickness which makes your body and limbs look weak.

Getting muscle is the only option I guess. If your frame is big you can look muscular without alot of muscle (in a t-shirt). Do (machine assisted) Pull-ups, rows, overhead presses and wide grip pulldowns to train your back to appear bigger.

If you never played any sports consistently, you never reached your genetic potential, your bones will be underdeveloped. You can start lifing at any age, your bones will just not grow anymore, but your muscle will.

Thanks i never lift in my life that explains why my frame is the same since im 16..

probably your testosterone is too low, you have to realise that the average has been dropping over the years, so 30 years ago, you wouldnt have even been in the average range probably.

Majority of males nowadays go to the gym or do some kind of sport, it's very different from the mid 00's-10's where it was a rare, niche hobby and you could stand out by looking slightly muscular.
