Let's say a criminal is about to murder an innocent man. God knows the criminal will kill before he commits the murder. Still, the criminal exercises his own free will to think about and pull the trigger; his thoughts and actions are not controlled, but they are written.
God knows that evil will occur, but he does not cause it.
