Why are some teens so developed?

I was playing pool with some of my buddies and a random guy from another floor in my dorm came down and he looks like an 18yo should look like, or what they looked like 20 years ago, he’s 6’6, developed bones, vascular, good face, deep voice.

I know it’s about hormones but why am I the same age and I am the complete opposite? Is it purely environmental?

Would KY or Test E or HGH give me these effects?

Eating healthy and being breastfed long

Genetics, breastfeeding as well and just reaching puberty at an earlier age most. And yes in some cases it can be environmental. It can be based on where they live (yes this can have an impact), how much stress they have, sleep, how they eat, and if they train. HGH and Test E would probably help with such affects as well.
