Because NT is not needed for them. LTB and below are not desirable regardless of their NT, so they never develop it, and Stacylites+ are treated well just based on their physical appearance, so they too never needed to be NT.

It's only a small portion that hang out in such places and even then they are mostly there just to brag and feel better or to gain knowledge that they can use to enhance their beauty.

In reality, I think that not being NT is evenly distributed across the entire beauty spectrum. If you're not lucky you got it.
