This was birth control against Mongols and this is why they didnt see a population increase during the time they were under Qing dynasty. Maybe because it seems like a pretty undesirable place to live, extremely cold and dry and Ulaanbaatar's pollution and traffic is apparently some of the worst in the world. Mongolia's case is the perfect example of why culture is important.
Mongolia had the best military. They had the biggest empire. Yet they are forgotten because they didnt provide any culture to the conquered regions.

Take a look at the Roman empire. They introduced law, roads, architecture...
Everyone remembers their legacy and people are reminded daily of them, even 2000 years later.

The Chinese had a big economy, but they lacked military. Thus they never really expanded their influence outside their borders, despite being a highly civilised developed society.

Proof that you can't build a long lasting empire of thousands of years without a strong central religion and culture that unites the people and gives them a powerful vision and feeling of identity

If you just have a strong army and some sort of economy to back it up you can conquer whatever you want, but in reality you are just getting conquered without knowing it. Pretty much the same as several countries in the modern world nowadays.
