To spread fear, would probably be the primary reason. It sends out a message of "don't fuck with us" to rivals and those who are unfortunate enough to owe them money etc.

Sometimes I think they are just evil though and do it for the sole purpose of causing grief and distress amongst the public. I mean, it takes extreme amounts of cruelty to commit some of those heinous acts so it wouldn't surprise me in the least.

Only the people who've done equally heinous shit get tortured or chainsawed. For someone who didn't do anything so bad. Like owing them money or selling drugs for a rival cartel. They just get a quick bullet to the brain. Ironically the guys who make the gore videos are the ones most likely to have it done to them.
