In Asia we call it a beauty mark, they typically draw under the eye on the cheek.

Many women here have some naturally and in some cultures it's considered cute. Esp for Japanese women. Some Koreans and Chinese do it too if they are Japan loving but it's not as rampant, mostly a Japanese thing.

Prob because they want to seem like they’re not too flawless and have slight skin imperfections like moles to make themselves look more realistic or natural despite the thick layer of makeup on their face
