I think that's true but I also think that black pillers take it to the extreme by saying that nothing an attractive guy does will be labeled as creepy by women. For example, instead of approaching a woman at the gym, he stares at her from afar and follows her around the gym so everytime she looks up, there he is. And then when he does talk to her, he has lots of anxiety. I think in that circumstance, even a conventionally attractive man would be labeled as creepy.

But the bar is higher for what constitutes creepy for an attractive man and lower for an ugly man. If a 6 foot tall good looking guy cold approaches a woman, it likely won't be considered creepy. If a short, ugly man does the same thing under the same context, he is considered creepy.
