Why do Girls play with their hair?

Here’s what happens like 4 times a day:

I see a foid and we look at each other

Foid looks down and avoids eye contact

Starts brushing her hair back behind her ear and adjusts it

We walk past each other

OR

I’m sitting near a chick

She adjusts her hair and moves it like 10 times in like 5 minutes

But never looks at me

am I just retarded for looking too much into normal behaviour? I think it’s called preening and it’s an IOI. But why preen and not make eye contact. Keep in mind I use my phone a lot so I don’t always notice
