Why Do I Have Under Eye Circles?

My face has good forward growth and I have prominent ogee curves indicating good cheekbone projection, however I still have under eye circles. Do I just have shitty fat distribution under the eyes? My mom and grandmother have them as well. Are fillers an easy fix?

same problem with me. high set cheekbones right underneath eye area, above-average maxilla measured by triangle method, no recession found in side profile. hooded eyes, albeit undereye support is non existing. I'm planning for surgery after I turn 18.
