why do normies have a "group victim"?

someone they don't respect, constantly mock and terrorize, and if they speak up they're told not to feel bad for themselves, or that they can't take a joke, always something that shifts the blame back to the "group victim" as if they deserve it.

usually the physically smallest or ugliest person.

i have witnessed this countless times, in my current group there's a group victim who's very small and weak physically. why are normies so cruel
