Those programs in Ghana and etc. are more about attracting foreign investment and growth than some pan-African or pan-black ideology. There are programs for Americans to get EU citizenship in certain countries there if you have a grandparent or great grandparent from there.

An American who has a bunch of the stereotypical traits that Europeans look down on is also much less likely to travel there. It’s too expensive and niche and this acts as a filter where mostly only high IQ and relatively classy Americans go to Europe. It’s British tourists who can go to Portugal, Spain, Greece for really cheap and bring their low class drunk shenanigans there. And from everything I’ve heard and read are much more disliked.

I’ve been to Europe 3 times and the only demographic of Europeans I felt were rude was surprisingly the ethnic women working in shops and restaurants. But who cares, that’s kinda their problem, not about me. And I’ve even read of Americans visiting Iran, Gaza, or pre 1990s Vietnam and having an overwhelmingly positive experience, I wouldn’t be afraid to travel anywhere.
