Why couldn’t they put it on their cheeks for a more defined look

Don't think it works on the cheeks

Its one and only job is to reduce inflammation. It works by constricting blood vessels and suppressing the immune response in the skin where it's applied. Hydrocortisone does not melt fat or reduce tissue volume. Long-term appliance and too much of these creams, can lead to skin atrophy, which is not good since you skin will become much skinner, which also could maker your skin have visible, spidery blood vessels and really susceptible to damage.

Then why do ppl put it on their nose or do they just don’t know what might happen

Because they want to shrink/reduce the sebaceous filaments in order to decrease nose size but hydrocortisone doesnt even reduce sebum production so its kinda pointless unless you're dealing with some kind of inflammatory condition on your nose
