I've definitely noticed this too, many girls have 'cat eyes', never really see it in guys. Like the other poster said, I think it is due to their cheek bones. And yes, if you have too much of a positive tilt it looks feminine, you can try this out by going in the mirror and pushing your cheek and lower lids up, it looks good up to a certain point, and then just looks very feminine.
